The Office of the J&K Nursing Council, Government Medical College Jammu/Srinagar, has issued an admission notification for leftover seats in various government and private paramedical and nursing institutions across the Union Territory of Jammu and Kashmir.
The notification invites applications from eligible and desirous candidates seeking admission against the remaining seats for the 2026-27 academic session. The admission process will apply to the nursing and paramedical courses specified in the notification and will be carried out in accordance with the prescribed eligibility and merit criteria.
The notification has been issued pursuant to S.O. 333 of 2024 dated June 13, 2024, along with the relevant directions and standard operating procedures issued by the Administrative Department of Health and Medical Education.
It also refers to J&K BOPEE Letter No. BOPEE/Adm/53/2026 dated August 5, 2026, and J&K BOPEE Letter No. BOPEE/Exam/16/2025 dated September 9, 2026.
Courses Covered Under Leftover Seat Admissions
Applications are being invited for admission against leftover seats in several nursing and paramedical programmes. The courses listed in the notification are:
- B.Sc Nursing
- M.Sc Nursing
- Post Basic B.Sc Nursing
- General Nursing Midwifery (GNM)
- General Nursing Midwifery (Lateral Entry)
- Female Multipurpose Health Worker (FMPHW)
- Male Multipurpose Health Worker (MMPHW)
- ANM
The notification applies to government and private paramedical and nursing institutions in J&K that are duly recognised and affiliated with the Government Health and Medical Education Department and the J&K Nursing Council.
Eligibility Rules for Admission
The J&K Nursing Council has directed institutions to follow the eligibility criteria applicable to the respective courses. These criteria are to be followed as laid down by the Indian Nursing Council, the J&K Government Health and Medical Education Department, and the J&K Board of Professional Entrance Examination (JKBOPEE).
The relevant eligibility requirements and admission notifications issued by JKBOPEE for the 2026-27 session will apply to the courses covered under the leftover-seat admission process.
After receiving applications, the concerned institutions are required to prepare merit lists according to the criteria specified for each programme.
B.Sc Nursing Merit Criteria
For B.Sc Nursing admission, only the merit obtained in the entrance test conducted by J&K BOPEE for admission to the B.Sc Nursing course for the 2026-27 session will be considered.
The minimum qualifying percentile prescribed for the B.Sc Nursing entrance test is different for various categories.
For the General Category, candidates must have secured the 50th percentile. For the PWD-General Category, the minimum qualifying level is the 45th percentile. For SC/ST/OBC candidates, the minimum qualifying requirement is the 40th percentile.
Institutions are required to follow these criteria while preparing the merit list for leftover-seat admissions.
Merit Criteria for M.Sc and Post Basic B.Sc Nursing
For M.Sc Nursing, the merit will be considered on an aggregate merit basis for regular B.Sc Nursing candidates.
For candidates who have completed Post Basic B.Sc Nursing, the merit will be determined by considering the aggregate marks obtained in General Nursing and Midwifery, along with the aggregate merit obtained in Post Basic B.Sc Nursing.
For admission to the Post Basic B.Sc Nursing Programme, the aggregate marks obtained in General Nursing and Midwifery will be considered. However, candidates must have passed 10+2 to be eligible for admission to the programme.
Merit Criteria for GNM and Lateral Entry
For General Nursing and Midwifery (GNM) admission, the aggregate marks obtained in 10+2 will be considered for preparing the merit list.
For General Nursing and Midwifery (Lateral Entry), the aggregate marks obtained in the FMPHW/MMPHW Diploma will be taken into consideration.
For admission to FMPHW and MMPHW, the marks obtained in Class 10 will be considered.
For the Diploma in ANM, the aggregate marks obtained in 10+2 will be considered for admission.
Admission Deadline for 2026-27
According to the notification, the last date of admission is September 30, 2026. All concerned institutions have been directed to finalise and conclude the admission process on or before the prescribed cut-off date.
After completing the admission process, government and private paramedical and nursing institutions are required to submit the list of candidates shortlisted and admitted against leftover seats to the Jammu & Kashmir Nursing Council for verification of their eligibility.
The notification states that if a candidate is found ineligible during verification, the admission will be cancelled ab-initio.
The dates for registration and verification by the J&K Nursing Council will be notified separately for each institution.
Only J&K Domiciles Eligible
The notification specifically states that only domiciles of the Union Territory of Jammu and Kashmir will be admitted against the leftover seats.
Institutions have also been instructed to ensure wide publicity of the admission opportunity through print and electronic media as well as through their respective websites so that eligible candidates are informed about the available seats.
Documents Required at the Time of Admission
After the concerned institutions publish their selection lists, provisionally selected candidates must report to the respective institutions by or before September 30, 2026, up to 5 PM.
Candidates are required to carry their relevant certificates in original. The institutions will verify the eligibility of the candidates and check the required documents before completing the admission process.
The documents specified in the notification include:
- Domicile Certificate
- 12th Marks Card/10th Marks Card
- Valid Category Certificate, if applicable, in the case of government institutions
- Date of Birth Certificate
- Any other certificate required by the concerned college in accordance with the applicable rules
The notification further states that if candidates conceal or misrepresent any information at the time of admission, their candidature will be cancelled ab-initio.
Selection Lists and Reserved Seats
Government institutions, after finalising their selection lists, are required to ensure that reserved-category seats are allocated in accordance with the relevant rules.
The notification states that the seat matrix of government institutions is available on the J&K Board of Professional Entrance Examination (JKBOPEE) website under the “NOTICES” section.
The institutions must also submit their selection lists to the Office of the J&K Nursing Council by or before September 28, 2026, at 5 PM.
For the Jammu Division, the selection list is to be submitted through the email address jandknursingcouncil@gmail.com. For the Kashmir Division, the notification provides Jandkspmc@gmail.com for submission.
University Registration and Further Process
The heads of the concerned institutions are required to approach the respective University of Jammu/Kashmir for registration of all admitted candidates in accordance with the applicable rules and guidelines.
For diploma courses, the dates for registration of admitted candidates will be notified separately by the J&K Nursing Council.
The notification also clarifies that other terms and conditions will remain the same as those contained in the information brochure and notifications issued by J&K BOPEE and the J&K Nursing Council from time to time.
