The minimum educational qualification for each post is the qualification specified against that post in the recruitment advertisement.
Full-time courses, part-time courses and courses obtained through Open and Distance Learning, where approved by AICTE and UGC under the Ministry of Human Resource Development, Government of India, will be considered as the required educational qualification. The notification states that this includes Graduation and Post Graduation wherever these are specified under the essential qualification column.
Qualifications must be obtained from a UGC-recognized Indian University, a UGC-recognized Indian Deemed University, an AICTE-approved autonomous Indian institution or the concerned statutory council, wherever applicable.
For technical disciplines, diploma qualifications should be recognized by the respective State Board of Technical Education. ITI and National Apprenticeship Certificate qualifications should be recognized by the State Council of Technical and Vocational Training or the National Council of Technical and Vocational Training.
Rules for Percentage of Marks
The advertisement provides relaxation in the minimum qualifying percentage for SC/ST and PwBD category candidates, subject to the availability of the relevant reserved vacancies.
Where the prescribed minimum qualifying percentage is 60 per cent, 55 per cent or 50 per cent, the corresponding relaxed minimum educational qualification percentage for SC/ST and PwBD candidates is 55 per cent, 50 per cent or 45 per cent respectively.
Candidates belonging to SC, ST or OBC (NCL) categories who apply against vacancies marked unreserved will be considered under the general standard of merit. The notification states that such candidates will not receive relaxation in the upper age limit or the minimum qualifying educational percentage when applying for an unreserved vacancy.
Age Relaxation Under BCPL Recruitment
The advertisement provides several age-related relaxations. The upper age limit is relaxable by five years for SC/ST candidates and three years for OBC (NCL) candidates.
For PwBD candidates, the notification specifies a 10-year relaxation for PwBD-General/EWS candidates, 13 years for PwBD-OBC (NCL) candidates and 15 years for PwBD-SC/ST candidates. The notification also specifies the conditions under which these relaxations apply.
An additional five-year upper-age relaxation is available to candidates domiciled in Jammu & Kashmir between January 1, 1980, and December 31, 1989.
For eligible ex-servicemen who have completed not less than six months of continuous service in the Armed Forces of the Union, the period of such service may be deducted from their actual age. The notification states that if the resulting age does not exceed the prescribed maximum age by more than three years, the candidate will be considered to satisfy the age-limit condition.
The maximum upper age of applicants, including all possible age relaxations, must not exceed 56 years.
Candidates already working in Government or Public Sector organizations must have at least one year’s experience in the next lower pay scale or the next lower equivalent pay scale, according to the advertisement.
Post-Qualification Experience Rules
BCPL has specifically clarified that where experience is prescribed, the required post-qualification experience must be acquired after the candidate has passed the relevant course.
Industrial, vocational or apprentice training completed as part of a course under the Apprentices Act, 1961, the Apprentices (Amendment) Act, 1973, or similar statutory Acts will not be counted as work experience for the posts covered by the recruitment advertisement.
Candidates are therefore required to ensure that any experience claimed for eligibility satisfies the conditions prescribed in the advertisement and can be supported by appropriate documentary evidence.
Salary, Allowances and Benefits
Candidates selected for the applicable posts will be placed on probation for one year. They will receive the initial basic pay corresponding to the applicable pay scale.
In addition to basic pay, selected candidates will receive Industrial Dearness Allowance at the applicable rates. The advertisement also lists several other allowances and benefits under company rules.
The benefits listed by BCPL include perquisites at 35 per cent of basic pay, North-East allowance at 10 per cent of basic pay if the candidate is posted in the North-East region, HRA, Conveyance Maintenance Expenses Reimbursement (CMER), medical facility, Post Retirement Medical Scheme (PRMS) and Defined Contribution Pension Scheme (DCPS), among other benefits.
The notification states that these allowances and benefits will be admissible in accordance with the company rules in force and as amended from time to time.
The trainee posts reserved for PwBD candidates are different in this respect because the advertisement specifies a stipend of Rs. 21,000 per month for the trainee positions and a minimum one-year training period.
BCPL Recruitment Application Fee
Candidates belonging to the General, EWS and OBC (NCL) categories are required to pay a non-refundable application fee of Rs. 200.
The notification makes clear that once the fee has been deposited, it cannot be withdrawn or refunded. The amount will also not be kept in reserve for a future examination or selection process.
Payment must be made online through the payment gateway provided for the application. No other payment method will be accepted. Any transaction charges associated with the online payment are to be borne by the candidate.
SC, ST and PwBD candidates are exempted from paying the application fee, subject to submission of true copies of the applicable certificates issued by the competent authority in the prescribed Central Government formats during the further selection process.
How to Apply for BCPL Recruitment 2026
The recruitment application is to be submitted online through the BCPL website. The notification states that applications submitted through any other mode will not be entertained.
Candidates can apply for only one post under this advertisement. If a candidate submits more than one application, only the application submitted on the later date will be considered for the purpose of the advertisement.
Before registering, applicants are required to make sure that they satisfy all eligibility conditions. BCPL states that candidature remains provisional and that eligibility will be verified during the further selection process.
The issue of an admit card for a Written Test, PET or another call letter does not itself constitute acceptance of the candidate’s eligibility. The candidature can be rejected at any stage of recruitment, including after joining, if information submitted by the candidate is found to be false or inconsistent with the eligibility requirements.
Documents Required for Online Application
Applicants must possess a valid email ID before registering. The email ID should remain active for at least one year, and the notification states that it cannot be changed after registration.
Candidates should already possess the required qualification at the time of applying.
The online application requires a recent passport-size photograph and a photograph of the candidate’s signature in digital form. The notification specifies that these files should be in JPG or JPEG format and should be less than 50 KB in size.
Applicants should also keep digital copies of documents including proof of age, SC/ST/EWS certificate where applicable, PwBD certificate, ex-servicemen certificate, marksheets or qualification certificates and post-qualification experience certificates. These documents should be in JPG or PDF format with a maximum file size of 200 KB as specified in the advertisement.
Candidates are advised to follow the online application instructions carefully. Incomplete applications, applications without the required fee or applications that do not satisfy the eligibility criteria will be rejected summarily.
After submitting the application, candidates are required to download the system-generated Pay-in Slip and Registration Slip containing the unique registration number and other essential details.
Candidates should also retain a copy of the submitted application form containing the unique application sequence number for future reference.
BCPL has clarified that candidates are not required to send a hard copy of the application form to the company.
Documents Required During Further Selection
If a candidate is called for the further selection process, the candidate must bring the downloaded application form along with original documents and one separate set of self-attested photocopies of all documents in the prescribed order.
The notification states that failure to produce the required documents may result in the candidate being denied permission to appear in the further selection process.
The documents include the printed online application form with two recent passport-size photographs, using the same photograph that was uploaded in the application, along with the candidate’s signature on the form.
Proof of date of birth may include a birth certificate, Class X certificate, marksheet or admit card issued by the board showing the date of birth.
Candidates belonging to SC, ST, OBC (NCL) or EWS categories, as applicable, must produce the relevant caste, tribe or category certificate in the prescribed format issued by the competent authority. OBC (NCL) candidates are required to submit the latest supporting certificate, preferably within one year.
PwBD candidates must provide a disability certificate in the prescribed format, while ex-servicemen candidates must submit the applicable proof of ex-servicemen status.
All qualification-related certificates and testimonials must also be produced. This includes semester-wise or year-wise marksheets and degree or diploma certificates starting from matriculation onwards.
Experience Certificate Requirements
BCPL has specified the documentary evidence that will be accepted to establish the experience claimed in the online application.
For past employment, an appointment letter clearly showing the date of joining, along with an acceptance of resignation letter, relieving order or last pay slip, may be submitted.
Alternatively, candidates may provide an experience letter issued on the company’s letterhead. Such a letter should include roles and responsibilities, the name and designation of the issuing authority, contact details, date of joining and date of relieving from the organization.
For current employment, candidates may submit an appointment letter clearly showing the date of joining along with an identity card issued by the current employer, annual increment letter, promotion order, transfer order or another document specified by the notification.
An alternative is an experience letter containing roles and responsibilities, the relevant details of the issuing authority and the candidate’s date of joining, together with the latest pay slip.
The advertisement states that where the required appointment letter, experience letter, details of roles and responsibilities and latest pay slip are absent as applicable, the candidate’s candidature may be rejected.
Requirements for Government and Public Sector Employees
Candidates currently employed with Central or State Government departments, Public Sector Enterprises or autonomous bodies must either have their applications forwarded through the proper channel or produce a No Objection Certificate (NOC) from their present employer if called for the further selection process.
The notification also addresses situations where a candidate applies through the proper channel and subsequently joins another Central or State Government office, Central PSE or autonomous body. In such cases, the candidate is expected to produce an NOC from the new employer if called for further selection.
Where the application has not been forwarded through the proper channel or the candidate does not produce the required NOC, the candidate may still be allowed to participate in the selection process. However, the notification states that such a candidate will be treated as having agreed to forego certain carry-forward benefits related to gratuity, leave, salary and other benefits for past service if selected and required to resign. A clear relieving order from the PSU employer would then be required.
Medical Fitness Requirements
Appointment to the advertised posts will be subject to the candidate meeting the medical fitness standards prescribed by BCPL for the relevant position.
The notification requires appointed candidates to obtain medical reports in the prescribed format from a Central or State Government hospital, a BCPL-authorized hospital or a Civil Surgeon before being considered for appointment to the company’s services. The opinion of the medical officer authorized by BCPL in this matter will be final.
The advertisement also specifies eye-power criteria. For technical officers, total myopia, including the cylinder, must not exceed (-)4.00D, while total hypermetropia, including the cylinder, must not exceed (+)4.00D in each eye.
For non-technical officers, total myopia must not exceed (-)8.00D. For candidates above 20 years of age, total hypermetropia must not exceed (+)6.00D.
BCPL Recruitment Selection Process
Candidates who satisfy the eligibility requirements on the basis of information submitted in the online application will be considered for further selection.
Depending on the number of eligible candidates, BCPL may conduct a single-stage or multiple-stage selection process. If the number of applications is large, the company may shortlist candidates to a reasonable number by suitably raising the minimum eligibility standards.
The notification states that screening and selection will be based on information provided by candidates. Applicants are therefore required to submit complete, accurate and correct information.
If wrong or false information is furnished, the candidate may be disqualified. The notification further states that if false or incorrect information is discovered at any stage of the recruitment and selection process, the candidature will be summarily rejected.
The details submitted in the online application will be treated as final, and no changes will be entertained later.
Submission of an online application under fictitious or pseudo names or email IDs is prohibited. The advertisement states that candidates resorting to such practices may face suitable action under the provisions of the Information Technology Act, 2000.
The selection process may include a Skill Test, Proficiency Test, Endurance Test and Written Test. BCPL states that the applicable process will be communicated sufficiently ahead of its commencement.
The notification also clarifies that the selection process mentioned in the advertisement is tentative and may change depending on the company’s administrative or business requirements and Government of India directives.
Minimum Qualification Does Not Guarantee Selection
BCPL has emphasized that the qualifications and experience prescribed in the advertisement represent minimum standards.
Simply possessing the required educational qualification and experience does not automatically entitle a candidate to be called for a Written Test, interview or further selection stage.
Admission to the selection process itself does not mean that BCPL has finally accepted the candidate’s eligibility. If at any stage it is discovered that a candidate does not meet an eligibility condition or has provided incorrect information or withheld a material fact, the candidature can be cancelled.
The notification further states that if such shortcomings are discovered even after appointment, the candidate’s services may be terminated.
Application Details Cannot Be Changed Later
Candidates are required to enter their details carefully because the information submitted during online registration is final and binding.
The candidate’s name should be entered exactly as it appears on the SSC or Matriculation Certificate. BCPL will not entertain requests for subsequent changes to the mailing address, email ID, category or post declared in the online application form.
The email ID entered during registration must remain active for at least one year. The notification states that the email ID cannot be changed after it has been entered.
All correspondence with candidates will be carried out through email. Candidates found apparently eligible on the basis of the online application data and submitted documents will receive information relating to the selection process through email.
The responsibility for receiving and downloading communications rests with the candidate. BCPL states that it will not be responsible for loss of emails resulting from an invalid or incorrect email ID provided by a candidate.
Only shortlisted candidates who are apparently eligible based on their online application will be called for the further selection process.
Category Details and Certificates
Candidates are required to select their category carefully while completing the online application. Once SC, ST, OBC (NCL), EWS or PwBD category information is entered, it cannot be changed, and a candidate cannot claim the benefit of another category later.
OBC candidates belonging to the Creamy Layer are not eligible for OBC concessions. Such candidates are required to indicate their category as General.
For PwBD reservation and concessions, only candidates with not less than 40 per cent of the relevant disability are eligible for the applicable benefit.
Candidates claiming PwBD reservation or concessions must submit a disability certificate in the prescribed format issued by the competent authority. The notification refers to the prescribed format issued by the Ministry of Social Justice and Empowerment through notification No. GSR 591 (E), dated June 15, 2017.
If a candidate fails to produce the required certificate in the prescribed format, the candidature will be considered without extending the relevant category-based relaxation.
SC, ST and OBC NCL Certificate Rules
SC and ST candidates must produce caste certificates in the prescribed format issued by the competent authority in accordance with the requirements of the Government of India.
OBC (Non-Creamy Layer) candidates must submit their latest caste certificate in the prescribed format. BCPL states that the certificate should preferably be within one year.
The caste or community named in the OBC (NCL) certificate must appear in the Central List of Other Backward Classes. If the candidate fails to produce the latest certificate in the prescribed format issued by the competent authority, the candidature will not be considered against the OBC category.
OBC (NCL) candidates will also be required to provide a self-undertaking confirming that they belong to the OBC (NCL) category when participating in the selection process, if called.
EWS Certificate Requirements
Candidates seeking reservation under the EWS category must produce their latest Income and Asset Certificate issued by the competent authority.
The prescribed format and competent authority are linked in the notification to Department of Personnel & Training Office Memorandum No. 36039/1/2019-Estt (Res), dated January 31, 2019.
The EWS certificate must be valid on the closing date for receipt of online applications in BCPL. The notification states that the certificate will be valid for one year from the date of issue.
BCPL’s Rights Regarding Recruitment
BCPL has reserved the right to raise the minimum eligibility standards for the recruitment.
The company also reserves the right to fill or not fill all or any of the advertised positions. According to the notification, BCPL may also cancel, restrict, enlarge, modify or alter the recruitment or selection process without further notice or assigning reasons.
The advertisement again clarifies that the qualification and experience requirements are minimum standards and that merely possessing them does not entitle a candidate to participate in the selection process. The company’s decision in this regard will be final.
Candidates called for the Written Test, if conducted, will not be paid travelling expenses.
Shortlist and Selection Results
BCPL will display the list of candidates shortlisted for participation in the selection process on its website.
The list of candidates selected for appointment to the advertised posts will also be displayed on the BCPL website in due course. Candidates are advised to visit the company’s website for the latest updates relating to the recruitment process.
This means applicants are expected to monitor the official recruitment information after submitting their applications rather than relying solely on the initial application submission.
Canvassing and Recruitment Jurisdiction
The advertisement states that direct or indirect canvassing by an applicant will lead to disqualification of the candidature.
Any dispute relating to recruitment under this advertisement will be settled within the jurisdiction of the Dibrugarh Court only.
The notification further states that where an interpretation dispute arises between versions other than English, the English version will prevail.
Recruitment Updates and Amendments
Any revision, clarification, addendum, corrigendum or time extension relating to the recruitment advertisement will be hosted on the Careers section of the BCPL website.
The notification states that no separate notification will be issued in the press for such changes. Candidates have therefore been advised to regularly check the BCPL website for updates.
