The Jammu & Kashmir Board of School Education (JKBOSE) has announced the implementation of the Holistic Progress Card (HPC) for Class 9 students in PM SHRI Secondary Schools across Jammu & Kashmir on a pilot basis.
The initiative has been introduced in line with the objectives of the National Education Policy (NEP) 2020), which envisages moving away from conventional, examination-centric assessment towards a competency-based, multidimensional and holistic system of assessing students.
JKBOSE Adopts PARAKH Holistic Progress Card
According to the notification issued by JKBOSE, the Board has adopted the PARAKH Holistic Progress Card (HPC) for the Secondary Stage. The card is intended to serve as an important tool for comprehensive, competency-based and holistic assessment of students.
The notification states that the move is part of several initiatives undertaken by JKBOSE to strengthen and transform the assessment system in accordance with the competency-based assessment framework and the assessment reforms undertaken by the National Assessment Centre (PARAKH), NCERT, New Delhi.
The HPC is designed to provide a broader picture of a student’s educational development rather than focusing only on conventional examination performance.
HPC Implementation for Class 9 Students
JKBOSE has decided to introduce the Holistic Progress Card in Phase-I on a pilot basis for Class 9 in all PM SHRI Schools of Jammu & Kashmir.
The implementation schedule varies according to the educational zone. In the Kashmir Division and Winter Zone of Jammu Division, the HPC has been made applicable from the academic session 2025-26.
For the Summer Zone of Jammu Division, the implementation will begin from the academic session 2026-27.
This means that the pilot programme is being introduced in stages across different parts of Jammu & Kashmir according to the academic sessions specified by JKBOSE.
Orientation Programmes Conducted for PM SHRI Schools
The notification also states that the HPC initiative follows two separate orientation programmes conducted for PM SHRI Schools.
One orientation programme was held for the Heads of PM SHRI Schools, while another was conducted for the Resource Teachers of these schools.
During these programmes, participants were provided information about the objectives and framework of the Holistic Progress Card. The modalities, procedures, subject-wise implementation requirements and methods for maintaining the HPC were also explained and discussed in detail.
These orientation programmes were intended to familiarise the concerned school authorities and teachers with the framework before its implementation at the school level.
HPC to Be Maintained for Every Class 9 Student
JKBOSE has directed the Heads of all PM SHRI Secondary Schools to ensure that a Holistic Progress Card is maintained for each Class 9 student.
The HPC must be prepared and maintained according to the prescribed format, framework and instructions shared during the orientation programmes.
The Board has further directed schools to maintain the cards systematically so that they reflect important aspects of a student’s educational development.
Learning Outcomes and Overall Development to Be Recorded
Under the prescribed framework, the Holistic Progress Card is required to reflect the student’s learning outcomes, competencies, learning progress and overall development.
JKBOSE has directed that the HPC should be maintained in accordance with the prescribed framework and guidelines.
The notification therefore places emphasis on documenting multiple dimensions of student progress rather than limiting assessment records to examination-related performance.
Responsibility of School Heads
The Head of the institution will be responsible for providing the necessary support for maintaining the Holistic Progress Card.
JKBOSE has specified that the support should be provided in accordance with the guidelines communicated during the orientation programme.
School authorities have also been directed to ensure proper documentation and safe custody of HPC records. These records must be made available for monitoring or review whenever required.
Feedback During Pilot Implementation
As the HPC is being introduced on a pilot basis, JKBOSE has made provision for feedback from participating schools.
The notification states that the pilot implementation is to be carried out in the prescribed manner. Any feedback, observations or difficulties encountered during implementation may be communicated to JKBOSE.
The information received during the pilot phase is intended to help the Board in further improvement and scaling up of the initiative.
Schools Asked to Ensure Timely Implementation
The Heads of Schools have been assigned responsibility for ensuring the effective and timely implementation of the HPC in their respective institutions.
JKBOSE has asked all concerned Heads of PM SHRI Schools to accord due priority to the implementation of the Holistic Progress Card and ensure that the process is carried out in accordance with the prescribed guidelines.
The notification specifies that the objective is to make assessment holistic, competency-based, continuous and learner-centric.

The notification was issued by the Academic Division of the Jammu & Kashmir Board of School Education, with offices at Rehari Colony, Jammu, and New Campus Bemina Bypass, Srinagar.
The notification carries the date September 14, 2026, and is issued under the subject “Implementation of Holistic Progress Card (HPC) in PM SHRI Secondary Schools of Jammu & Kashmir on Pilot Basis.”
Copies of the notification have been marked to concerned education authorities and officials, including the Head CAO PARAKH, NCERT, the Directors of School Education Kashmir and Jammu, concerned JKBOSE officials, SCERT authorities, Chief Education Officers, and Heads of PM SHRI Schools, among others.
JKBOSE has also directed the concerned IT section to upload the notification on the official JKBOSE website.
