The Defence Estates Office Kashmir Circle Srinagar, under the Government of India’s Ministry of Defence, has issued a circular inviting applications from retired Government servants for engagement as Revenue Staff on a contractual basis.
According to the circular, the engagement is intended for retired revenue employees who have served at the level of Girdawar, Patwari or Naib Tehsildar. A total of two posts are available under the engagement.
The contractual appointment will initially be made for a period of one year. The circular also specifies eligibility requirements, experience-related conditions, application formalities and terms governing the engagement.

The candidates considered for the position must have retired from the post of Girdawar, Patwari, Naib Tehsildar or another similar Central/State Government service.
Eligibility and Experience
The circular states that applicants should be officially retired from the relevant revenue service or another similar Central/State Government service.
Candidates are required to be well versed in Urdu and English languages, particularly for the translation of revenue documents into English.
Applicants should also possess knowledge of the demarcation of land as per the latest techniques. They should be capable of liaising with revenue officials for obtaining revenue documents and should be able to assist with the mutation of Defence land executed in revenue records.
Experience in land acquisition proceedings is also specified as part of the desired experience. Candidates should further be familiar with the relevant revenue laws/Acts related to Jammu & Kashmir.
The circular also requires applicants to be well acquainted with revenue/land settlement work.
How to Apply
Eligible retired Government servants are required to submit their application in the prescribed format provided as Annexure-I to the circular.
Applicants have to submit a hard copy of their duly filled bio-data to the Defence Estates Office Kashmir Circle Srinagar. The application is to be accompanied by a copy of the PPO/Pensioner Card and a copy of the Aadhaar Card.
The documents are required to be submitted within 15 days from the date of the circular. Candidates may be required to attend an interview whenever they are informed.
The circular specifically states that no TA/DA will be paid for attending the interview.
Contractual Terms and Conditions
The contractual appointment will be purely on a contract basis and will be in the Office of the Defence Estates Officer, Kashmir Circle Srinagar.
Selected applicants will be required to complete police verification within two weeks after the issuance of the appointment letter.
The monthly remuneration will be payable according to the applicable rules and regulations. The amount of remuneration will remain unchanged throughout the contractual period, and there will be no annual increment or percentage increase during the contract.
Income tax and other applicable taxes will be deducted at source before payment of remuneration.
A fixed amount towards Transport Allowance may be provided for commuting between the residence and place of work, subject to the applicable rate at the time of retirement. The fixed amount will remain unchanged during the appointment period.
The employee will not be entitled to any other allowances or additional accommodation-related facilities, including transport facilities.
Duration and Age Condition
The contractual engagement will initially be for one year. The period may be extended following a review and at the sole discretion of the Defence Estates Officer, Kashmir Srinagar.
The circular states that retired Government officers who are below 64 years of age on the closing date of application will be considered.
Leave and Other Benefits
Selected employees will be eligible for paid leave at the rate of 1.5 days for each completed month of service.
Leave accumulated beyond a calendar year will not be permitted to be carried forward if the engagement period is extended. The circular also states that payment will be made in lieu of unutilized leave at the time of expiry of the contract.
Employees will continue to receive their pension and dearness relief on pension, if applicable, during the contractual engagement.
However, the period of contractual engagement will not be treated as regular employment for the purpose of claiming additional pensionary benefits.
Confidentiality and Termination Conditions
Candidates selected for the engagement will have to sign an agreement of confidentiality with the Office of the Defence Estates Officer, Kashmir Srinagar. The agreement will include provisions concerning ethics and integrity.
The Defence Estates Officer, Kashmir Srinagar, may terminate an individual’s services if the employee is unable to complete assigned work within the prescribed timeframe or fails to satisfy the officer regarding the quality of work.
The office also reserves the right to terminate the services of an individual at any time without giving prior notice and without assigning any reason.
The engagement does not confer any right on the selected individual for regular appointment to the post.
Office Timings and Travel Provisions
The employee may be required to attend the office on Saturdays, Sundays and other Gazetted Holidays, or may be asked to remain in the office beyond normal working hours if required.
The circular provides that no extra allowances will be admissible for such duties.
Candidates appearing for the interview will also not be entitled to TA/DA or any other travel expenses from the Government.
Declaration and Application Form
The application form requires candidates to provide details including their name, designation at the time of retirement, PPO number, pay level in which they retired, the Ministry or Department from which they retired, date of retirement, correspondence address, mobile and alternate contact numbers, email ID and qualifications.
Applicants are also required to provide their experience details, including the name of the Ministry or Department, period of service, designation and a brief description of the work handled.
The declaration section requires applicants to certify that the information provided in the application is true and complete to the best of their knowledge and belief. Candidates must also declare that they were clear from vigilance angle at the time of retirement and have read and accepted the terms and conditions of engagement in the Defence Estates Office Srinagar.
